It can serve as a diner plate if made from material that is food safe with the first course or salad plate on top of the dinner plate. A lot of the charger plates today serve a purely decorative purpose and are not made from food safe materials.
Most chargers are decorative only. I have some beautiful gold ones that I use when people come over for dinner. You place your charger down, then put your plate(s) on top of it. As each plate is removed, your charger stays on the table. It also helps catch stuff that may slide off the side of your plate, and so it doesn't go on the tablecloth.
You can get chargers at discount places for about $2 if you look hard enough. There are also really expensive ones made out of metal that are quite beautiful, if you have that kind of money to spend.
