will depend on the couscous you are using. Most Western couscous has been pre steamed and dried and packaged and requires the addition of a little bit of hot water and then you put a lid on it and it fluffs up, this would be best done correctly by reading directions.
Regular Eastern raw couscous thats needs to be done is steamed in something that sort of resembles a double boiler.
