You could use something like bottled clam juice which you could dilute with water if the flavor's too strong. Julia Child suggested using 1/2 chicken broth and 1/2 water for seafood soups/stews as well. If the shrimp that you're using come with shells, you could also make a shrimp broth by boiling them with chopped vegetables (onions, celery, etc) for about twenty minutes.

You could really use about anything except beef broth. I use chicken when I make seafood etouffe. You could always use seafood broth (if you can find it) or vegetable broth.

Vegetable or Fish stock or a Tomato Base

opt for a type of roux, any sort of cream sauce always goes great with seafood.

Chicken or make your own seafood one using the shells of the shrimp and crab.

A chicken broth is neutral enough to use in seafood ramen. Beef broth is deeply colored and has a strong flavor which could overpower the seafood.
