I would recommend using a jello mold. In Australia, you could probably find jello molds in the cooking materials section or you could go to a cooking store. If they don't have it, then you can order one via online.

I think it would be very difficult to find this overseas. If you can't get one, you just have to improvise. Kueh Tu Tu is a steamed cake. You could use small jelly moulds like what the other person suggested, but must be made of metal & not plastic in order to take the heat. Check around shops selling baking & kitchen equipment (those more specialised ones) and see what items might fit the bill. Maybe biscuit/cookie moulds, small shallow metal or ceramic sauce bowls, Chinese soup spoons etc.
