Actually its both.
When they refer to the dish, its a stew used in Indian, Iranian, Arab, and Thai food, with several potent spices. Usually includes cumin, coriander, cardamon, cinnamon, and other spices. And is usually yogurt based in the middle east, and coconut based in south east asia.

If your talking about the spice, than that is a group of spice blends from the middle east, and south asia.
Curry powder is a spice mix used in mostly south indian cooking, and some arab, persian, and north indian foods. Garam masala is another curry powder made of some sweet spices, roasted, and used in north india. And baharat is a spice blend simular to garam masala, but not unroasted, and can be spicy.

Curry is a spice and a type of dish...there are many different Curries...most people think of indian food when they think of curry but it is also very popular in Thai cusine, though In Thai it is usually paired with the flavors of Lemongrass or Coconut milk as opposed to the Yogurt and buttery sauces of Indian curries that also use spices like Tumeric, Saffron and Cumin

curry is mainly assorted with indian cooking.. however there are curry out there that is not even indian... they can be thai, Malay, indonsian and etc..

Basically it is a mix of herds/ spices ( fresh or dry) made into a spicy paste. cook the paste with meat/ veg ... and thicken the soup up with coconut milk, milk, creme or even beans ..

so it is really a (hot) spicy thick soup with meat and veg.
