It's a type of Vietnamese soup with rice noodles!.

It's normally served with various pieces of beef - including (Vietnamese) meatballs, sliced brisket, tendon, and tripe (you can usually order different versions if you don't want the tendon or tripe, etc!.) It usually comes topped with cilantro, as well as a side of basil leaves and bean sprouts for you to add in!. Most people also add condiments like vinegar, hoisin sauce, or chili sauce!.

There are other alternatives as well, such as fish or vegetable based Pho dishes!. If you're looking for a vegetarian version, be sure to explicitly ask for it!. Many times the "vegetable pho" will use a fish broth, for instance!.

The main ingredient is the broth, which I understand is simmered for many hours - even overnight!.
