I don't know if this is what you are looking for but one of my daughter's friends is Romanian!.!.!.and this is her mother's recipe:It is a family recipe so she apologizes for the lack of precise ingredients!.
Season chicken pieces with salt & pepper and a little garlic powder(not salt) fyi:she uses drumsticks
Sauce: Melt butter in saucepan, add flour and cook to a light blond color!.!.!.
then stir in chicken broth and milk in a 1:1 ratio(in other words if you use 1/2 milk you would use 1/2 chicken broth, add slowly and whisk the whole time as to avoid lumps!.
Now she said you can add what ever herbs you like, and said that she puts in finely chopped onions into hers, because she put onions into everything:0) also if you want you can add sour cream!.!.!.she does
Okay!.!.!.add sauce to chicken drumsticks and simmer!.!.!.if sauce gets to thick!.!.add more liquid!.
She says she serves this over a stroganoff type noodle!.
Herbs: parsely, chives, some people also use fennel,

I think he probably inherited a recipe for paprikash that somebody left the paprika out of!. They put sour cream in almost anything there (and it's good)!. Try it!. Www@FoodAQ@Com
