Answers:
It is surely Vietnamese dish!. "Ca com" means Engraulidae Stolephorus fish- a kind of anchovy - the fish that Vietnamese use to make fish sauce and "thom ngon dac biet" means "specially tasty"!. But the word "chay" here is difficult to guess the meaning, because they move the tone diacritic out!. "Chay" in Vietnamese can be "chay" (vegetarian) or "cháy" (burnt)!. So if it is vegetarian fish, it is usually dried fish (maybe contains some species)- you can eat it without cooking (and, because it is vegetarian, it is not actually the fish, but something taste like the fish)!. If it is burned fish (usually also have burned rice there), you can eat it instantly!.Www@FoodAQ@Com

I know it's Vietnamese, but since I'm not sure what symbols were originally on the letter, I can only guess what it means and I'm not that good at reading Vietnamese either!. Ca Com could mean Rice with fish!. Thom could mean shrimp and dac biet would mean special or different!. It's usually describe when you take something traditional and change it!. So far the ingredients are very vegetarian!.

Sorry, I couldn't give the whole translation!. I guess I should have paid more attention in my Vietnamese classes when I was younger!.Www@FoodAQ@Com
