In a ladoo, why are the raisins always on the top?!

Question: In a ladoo, why are the raisins always on the top!?
Answers:
Because they are a garnish like almonds, pistachios or gold foil, if added in the cooking they might break up and streak the laddo, like bulfi the heat of the milk and sugar is high so they may also sink to the bottom if added before, I buy sweets here in Toronto for my friends at Diwali and have never seen them mixed in!.Www@FoodAQ@Com

As David said these are for garnish!.If they don't add raising on top it'll not look attractive too!.Www@FoodAQ@Com
