Loquat fits the description ----- Small plum shaped fruit with apricot coloured skin & white to yellow-orange flesh surrounding edible brown stones, they are sweet scented with a mango like flovour!.
Native to china & south japan, belongs to apple & pear family !.Cantonese name is 'luk - kwit ' meaning rush - orange, referring to it's colour!.Www@FoodAQ@Com

I looked on google images and searched for taiwan exotic fruits!. The closest thing I found to what you described was the Lian Wu, or wax apple!. It looked more red than orange though, but I thought I'd give it a shot!. Good luck!Www@FoodAQ@Com

it's a kumquat!. Is it smallish, like a plum!? It is fleshy and juice kinda like a peach!?

IF yes then def a kumquat!. They are yummy and grow all around me in ppl's yards!. (No way a cantaloupe or a water chestnut)Www@FoodAQ@Com

Cantaloupes don't have just 4 seeds!.

I think you may be referring to the Pi Pa fruit (I'm not sure if that's the official name, but that's what my father calls it who's from Taiwan)!.Www@FoodAQ@Com

Pi Pa and Loquat are both the same thing!. And that sounds like what you're looking for!. So says my Taiwanese friend, and my roommate's Taiwanese bf!.Www@FoodAQ@Com
