in the movie Spirited Away and in certain series such as Hamtaro, the characters are depicted eating little star shaped candies. The little soot balls played with them in Spirited Away.

You can buy them at just about any Asian market.
I think you are referring to こんぺいとう, コンペイト (konpeitō), it is a Japanese sugar candy. And yes, it truly exist and you can get them at any Asian or Japanese store you have there.
