That's a pretty vague specification. There are red jalapenos, red serranos, red bell peppers, red thai bird chilis, and...and...and! I assume you're looking for the correct chili to use for a recipe. Depending on what ethnicity the recipe is, and how hot you want the food to be, I'd pick a chili from those used in that country's cuisine. For example, I'd use a red serrano in Mexican food, or a thai bird in thai food or chinese food.
Different chilis are used in the manufacturing of red chili flakes or dried red pepper flakes or whatever else they are called. The only thing they have in common is their color
