It depends how you are using it. Fresh has nutritional value as well as good flavor, so it would be my first choice, but there are times when garlic powder works better as in a thin sauce or dip where you may not want to bit into a piece of garlic.
Do you mean raw as opposed to cooked garlic? Raw would be best nutritionally but the flavor develops as you saute it. Just don't cook it past golden.
I love garlic very, very much, but i can not eat raw garlic, only cooked i am afraid.
But my Husband loves raw garlic in practically all his savoury and cheese sandwiches, not to mention grated on his other dishes. He swears by it's preventative qualities. He rarely catches a cold. He also loves his onions, raw and cooked.

The fresh garlic has a stronger scent and taste better, just be sure to always remove the center to avoid bad breath. I love garlic.
