There are people out there who live off of nothing but ramen. All they spend is $500 a year on ramen. Pasta and tomato sauce are also pretty cheap, along with rice. Grains are generally inexpensive.
But I'm guessing you have no access to a stove or fridge...? In that case, buy bread, granola bars, beans (and a can opener), deli meats, chips and salsa (probably not the cheapest though). Make sure you have water. If you have access to a fridge, get some apples.
What you need is food that's cheap but also nutritious - if you just live on bread and sugar, you'll get ill very quickly.
Food that doesn't cost much but is also nutritious include bananas, tuna, potatoes (you don't say how you'll be cooking your food - if you have a microwave oven you can make baked potatoes), brown rice, lentils, oatmeal, carrots, chicken.

Buy some cheese, cheap canned vegetables and margarine to help out with eating this stuff.

Cheapest sandwich is bread, spatter a little water, add some cristal sugar. There you go.
Peanut butter (protein), whole wheat bread, brown rice, beans, fresh fruit and vegetables in season (only buy as much as you can eat before it spoils).
you can get hotdogs very cheap like 2 dollars for 8 dogs and 8 buns
I think that rice is cheapest food.
