Question: Does the salsa exist to flavor the tortilla chip? Or is the chip there as a vehicle for the salsa?
I'm interested both in the history aspect (which was developed first) and the philosophical viewpoint.

YES! YES!



The salsa is more important than the chip. Think about it, if you have drippy, runny salsa, it doesn't matter how great the chip is. If you have fresh, flavorful salsa on a somewhat sub-par chip, it can still work. But, if the chips are stale, even great salsa will have a hard time overcoming it.

Also, would you eat a plain tortilla chip own its own, in quantity? A few, sure, but a whole bag? It would seem as though something was missing. In comparison to potato chips and french onion dip, you could eat lots of potato chips on their own, so one could argue the chip is more important than the dip. Not so with the tortilla.

Tortillas have been eaten since ancient times, and salsa was soon after that. I don't know when someone decided to fry the tortilla to make a chip. But salsa isn't just for chips, you can put it on lots of things.

no matter how you look at it, it all goes down the same way*
you can flavour the chip or use the chip for the salsa*
