What you need to do is wash the rice and let it soak for at least 2 hours. When you are ready to cook the rice, use a 1:1 ratio. 1 cup rice to 1 cup water. The soaking process removes some of the starch which causes the rice to be sticky in the first place. The additon of less water will help make the rice "tighten" better.

You could also steam the rice in banana leaf if you can find it at an asian market. If you cant find the banana leaf, go ahead and use a corn husk. This is like an Asian Tamale

Wipe down a leaf and while holding it, cup and place a bit of rice in your leaf palm. Close securely with twine and place in a steamer. Steam for 1 1/2 hours. Remove the rice packages and serve with curry and other asian meat dishes.

If you mean the sticky glutinous rice, you can mix oil into the rice right before you cook it so the grains are not as sticky.
