Sometimes the problem with soggy dumplings has more to do with over frozen food than not boiling them correctly yourself. The dumplings could have come from another continent and over the long journey and storage time moisture from the dough dried up thus changing the texture of the wrap. If you are sure you did not over boil them you could try steaming them instead. You could either use a steamer with hot water, or use a big plate with just a litter water then put the dumplings onto another plate over it so the dumplings don't touch the water, cover the whole thing and microwave it.
