Not without cooking it first



Meat which is frozen and accidently very slightly thawed can be refrozen if done so immediately. For example: you bought frozen meat at the grocery store and it took 20 minutes or so to get it home. You can put that back in the freezer.

If you had a power outage and the meat thawed but is still cold -- it must be cooked first before freezing it again.

This information comes from the butcher at my grocery store.
