Of course,China is an economic power, but also a staging ground for food culture,as long as you want to learn Chinese culinary art, I am sure you can learn it better.
I don't know about your overall question. However if you're going to lay down $$$$$ I trongly suggest going to China itself to learn from a Chinese chef how to buy, cook prepare and serve the most amazing food on earth- Chinese.
I say this because , having been to China, I cannot stress too much the TOTAL LACK OF KNOWLEDGE that all American Chinese restaurants show towards the actual food you'd get in China.
Please spend a few $$ on actually going there.
You soulnd intelligent and respectful- there are cheap easy courses all over the place, for Americans who go to CHina and want to spend two weeks learning REAL CHinese food.
Where are you located ? It depends which cuisine you want to master in.
