All countries have cheap and tasty food, if you are prepared to step away from the tourist areas, city centres etc. I guess it depends if you are a 'gastro-tourist' or you have other reasons for your visit as well as the food.
If food is your main passion, then consider what you love to eat, what you have not yet eaten but would love to try, and what food you want to know more about.Consider your budget and research your choices eg if you love Spanish food and would like to explore certain local cuisines and also wines, then plan your holiday accordingly.
If you are looking for a cheap holiday in general, and you're not particularly bothered about where you go, then you can always find good local cafes, tavernas, restaurants etc. if you ask around, chat to locals and explore backstreets. Think about where you live yourself- there will be pricey places that are worth the cost, rubbish places, really great local secrets...
Try eastern Europe!
I lived in Budapest, Hungary for 10 years - one of my favourite cities. Beautiful city, good hotels restaurants and clubs. But if you really mean "local" like traditional then you have a lot of that in Hungary as well (you'd just need to get out of Budapest for that and go to the farms!)
Personal experience
Food is pricey everywhere in Europe. That is why Europeans are so thin these days. I like the food in Germany, Poland and Italy. French food I find to be mostly disappointing after all the hype and Spanish food is mostly not very interesting although the Spanish do have great cheese and ham and the best wine and olives.
