As bad as both Bushes were it was Reagan who tried to classify ketchup as a vegetable for public school lunches. As inept as Reagan was it was actually his USDA which came up with the idea.

ketchup is made primarily out of tomatoes
tomatoes are classed by the government as a vegetable, however they are actually a fruit
so, why would a president want to make ketchup a vegetable, since the primary ingredient is already considered one under the government
It wasn't Bush quit trying to blame it all on him, I mean I'm no fan of his but I am really tired of this blame game, it's getting old.
Here's your homework, don't think you'll get 200 pages out of it or did you mean 200 words?

It was President Reagan. Don't know why you thought it was Bush when is was so many years before him. Hell, I'm not good at history either. Please see the link below.

because he was a dufus..........Because tomato's are considered a fruit, he thought that because so many people use ketchup on food that he could change it to a veggie.
not sure why, as ketchup is a product made of tomatoes and tomatoes are actually fruits..
are you sure you have to write a 200 page paper on why george bush wanted ketchup to be a vegetable?
