Answers:
you shouldn't drink while you eat, nor right before or right after. you're not supposed to consume liquids unless it's 20 min before your meal or 20 min after (because it messes w/ the digestion of food). drinking water is good for you, any time of the day, other wise. but i would suggest you drink hot tea 20 min after your meal, to aid w/ digestion. that's why asians stay so healthy.

and TECHNICALLY, the rule of thumb we should use to determine how much water we should drink is: take half your body weight & drink that in oz. so, if you weigh 120 lbs, you should drink 60 oz of water a day.

It is fine to drink. Assumedly, you got all your nutrients from your meal. The water will help your digestive system, and can facilitate nutrient transport.

Every BODY needs 8 cups of water a day.

your best bet?
Drink water before or after you eat. If you drink water before you get full faster and you can control your food portion. But do it about 20 min before, If you drink it after you eat, try having some tea, that will help with digestion. If you want to drink water during a meal make sure you take small sips so you can digest your food much better. I do that and it helps.

after a meal it is advisable to have hot drink as this will help the breakdown for easy digestion. if you drink cold drink after meal then the food in the belly will get cold and lump together and it will be difficult to breakdown especially the fatty stuff.

bottle water is fine. Yes it doesn't have any nutrients but if your eating vegies and fruit every day. Dont worry.

I think it's good....like a cleanser for the mouth after a meal...

Accordind to Water for health, for healing for life by F. Batmanghelidj, he reccommends drinking a glass or two of water 1/2 before eating a meal, and 21/2 hours after. I'm not sure about the last part but I agree that it is good for your digestion to drink 30 minutes before eating. It is ok to have like a half cup of water during dinner but I wouldnt drink a lot at a meal. However if you are thirsty than it is absolutely ok to drink water during the meal because it is better to have a tiny bit of interruption in the digestive tract than to be dehydrated or really thirsting. If you get in the habit of drinking plenty of water before and after meals and a some whenever you feel thirsty your body will adjust just fine.
