Yes you can and it doesn't have to be hot cocoa...this is how my mom used to do it:
1-2 tablespoons cocoa (depends on how chocolate u like)
3-4 tablespoons sugar
add just a touch of milk to the above to make a paste (otherwise the cocoa wont mix well)
after you have your paste you can then add milk slowly while stirring and wa la chocolate milk
just experiment with the amounts of cocoa and sugar to suit your taste..its the paste that is the trick.

That is the only way we used to make it! Here are a couple of good recipes for you to try.

Hot Cococa

1/3 cup unsweetened cocoa powder
3/4 cup white sugar
1 pinch salt
1/3 cup boiling water
3 1/2 cups milk
3/4 teaspoon vanilla extract
1/2 cup half-and-half cream

Combine the cocoa, sugar and pinch of salt in a saucepan. Blend in the boiling water. Bring this mixture to an easy boil while you stir. Simmer and stir for about 2 minutes. Watch that it doesn't scorch. Stir in 3 1/2 cups of milk and heat until very hot, but do not boil! Remove from heat and add vanilla. Divide between 4 mugs. Add the cream to the mugs of cocoa to cool it to drinking temperature.

Hot Cocoa
2 tablespoons sugar
2 to 3 teaspooons cocoa
Dash salt
1 cup milk (we used ? cup evaporated milk and ? cup milk; you could even use half and half or heavy cream, or a combination of half and half and heavy cream)
1/4 teaspoon vanilla extract

Mix sugar, cocoa and salt in small saucepan. Gradually add milk and vanilla. Add either marshmallows or whipping cream when you serve.

For richer hot cocoa, increase cocoa to 2 tablespoons.

1 serving. Recipe can be increased for multiple servings.
