Not sure if i'd use damp paper towel, the Nori may get too moist and slimey. Perhaps a 3 or 4 layers of dry paper towel or a dry kitchen towel folded a few times to have the stiffness that bamboo gives.

Use wax paper, sprayed with cooking spray. It works all the time for me
