Food stamps are intended to be used for necessities, like FOOD, not for luxuries like cigarettes and alcohol.

Because after you are done using your food stamps you always run out of food before you get more again. If they let you buy non food things kids would go without eating and well as those that smoked. The gov. isn't going to give you money to buy things like cigarettes, people on food stamps can't even afford toilet paper. Also they can't give help in this way there are too many people to help.
