Answers:

I think you are talking about Sooji Halwa or Sheera as we call it in Marathi. Here is the recipe that I normally use.

You would need:

1 cup semolina (rava, sooji or Cream of Wheat)
1/2 cup sugar (to taste)*
3 tbsp butter (unsalted) or ghee (clarified butter)
1 cup milk (can use 2%, 1% or even skim milk)
6-8 raisins
6-8 almonds slivered and toasted
6-8 cashew pieces, toasted
2-3 cardamom pods (lightly crushed)
pinch of saffron
pinch of freshly grated nutmeg

- In a large flat skillet on medium heat melt the butter/ghee and add the semolina, sauteing continuously until the the semolina turn slightly brown.
- Add sugar, the nuts, raisins and cardamom to this mixture and keep stirring until the sugar caramelizes.
- Simultaneously in a sauce pan heat the milk along with a couple of strands of saffron.
- Add this saffron milk to the skillet of semolina and sugar and turn the heat on low.
- Keep stirring, making sure you break all the lumps that may have formed.
- Cover for 3-5 minutes or until all the milk evaporates.
- Serve hot (or cold. It tastes great either ways)

Hope you enjoy your Sooji Halwa!! :)
