Answers:
Depending on what types of flavors you like there are a number of things you can use:
milk
salad dressings (Italian works great)
mayo
soy sauce
cooking wine
butter
canola
coconut milk
The sky is the limit. Try different things and see want you like best. Dip the poppers then roll them and bake or deep fry. Which ever your taste buds desire.Have fun trying them out.

Milk - assuming you can drink milk.... dunno

If your not lactose intolerent, use a whole milk, buttermilk, heavy cream or half and half. They will provide the same effect because of the high fat content and will coat the poppers.

Use a vegan mayo or salad dressing- spread on the pepper and roll in the crumbs, then refrigerate for at least an hour prior to frying. Should work!
