I don't know about Richmond, but Pho Hoang, which is one of the first pho place in Vancouver, got very generous portions (at least they used to). Their bowls came in 3 sizes and the medium bowl is bigger than many large sized pho on the west coast. Their large bowl looked like one of those big salad bowls used to toss salads. Pho Hoang is located on Main Street between 16th and Kind Edward. I know this is not the answer you're looking for, but I hope this helps. :)
