they may have the same ingredients but in different proportions.
cookies and cake have basically the same ingredients too but are totally different.
It is the proportions of the ingredients that makes the difference.
The same reason as chips, roast potatoes, baked potatoes, potato wedges and saute potatoes all have different names. They're all made with spuds but in different ways.

pancakes are made in a pan so they are thicker and fluffier.
