they may have the same ingredients but in different proportions.
cookies and cake have basically the same ingredients too but are totally different.

It is the proportions of the ingredients that makes the difference.

The same reason as chips, roast potatoes, baked potatoes, potato wedges and saute potatoes all have different names. They're all made with spuds but in different ways.

Originally, they didn't have the same ingredients. Waffles used to be oilier so the batter wouldn't stick to the iron. Waffle iron vs the frying pan.

pancakes are made in a pan so they are thicker and fluffier.
waffles are made with a waffles iron and are thinner and crisper.

Because of the differences in cooking they taste different
