Your nori sheets are chewy because: Your sushi rice might be too wet or those nori sheets absorbed too much moisture in the air or both.
To solve the problem:
1) Don't use that much liquid when you cook your rice next time.
2) Roast your nori sheets in a pan to remove excess moisture.
3) Reduce the moisture content in your sushi fillings/toppings.
4) Eat your sushi shortly after you made them. Nori sheet will eventually absorb moisture in the sushi rice and in the air.
Make sure the rice and the ingredients inside r not warm !
