If they hide the cat ? It is because it is illegal.

That's illegal you can not have animals in a place where food is being prepared and sold to the public. Give your local health and safety dept a call and also the local animal services (RSPCA if you are in the UK or the equivalent if you are somewhere else). You can report anonymously and of course by doing that the owners will be caught red-handed.

I think you describe an Unhealthy restaurant with poor maintenance - If they believe a cat is necessary to controll their problems

so carefully write the complete story of what may be an infraction of the health laws

Cat's - mark their territory with urine - no worse than rat - mouse feces. . and will hide their kills to attract flies - maggots - ! ! ( cats also shed their hair )

so prepare with facts and report the scene accurately
mention the 'whistle blowers' to remain anonymous
Good luck

if they have to hide it when the health department comes around, there is likely a reason:
its against health codes

your choices:
contact the health department and complain, or ignore it.

has cats keep the rats out

cat is good he eats mouses
