Less oil is typically used for scrambled. Other than that it's a draw.

Depends on if you use oil or not...also depends on what you mix in your scrambled eggs - milk, etc can add fat. With scrambled you can eliminate a yoke or two and cut down the cholesterol. So it is really up to you...the eggs themselves are the same regardless of how they are cooked.

Over easy is riskier because the yolk isn't thoroughly cooked, so slightly higher risk of germs surviving the cooking process.

When there's only one yolk in it, any is ok. One yolk has the daily recommended limit of cholesterol per day (25-35 mg) in it and that's that! The rest of the egg has almost perfect protein.
