Yes , it can be refrozen without any problem. It is also a wives tale that meat , once defrosted can not be refrozen. It can be safely .

That would depend a a few factors.
1. Is there meat in the sauce?
A. The answer if there was meat in it is a definite NO.
2. How was the sauce thawed out originally?
A-1. If you thawed it by placing it into the refrigerator then yes.
A-2. If the sauce was thawed by using the microwave or straight into a sauce pan then I would say no.
A-3. If the sauce was left out on the counter to thaw then yet again the answer would be no.

Yes. My family freezes and refreezes food all the time. It pretty much always prevents the food from turning bad. When you freeze food, you just have to watch out for freezer burn or a separation or change in consistency. Spaghetti sauce should b fine if you reheat it and mix it up again.

The quality will decrease but it would still be safe if no rot has set in.

yes, only if you don't rewarm it, then eat some, and freeze the rest again

Yes it can!
