Shipping prepared food through the mail is difficult because it's impossible to keep the food hot enough so that it won't spoil during its trip to your friend.

If the only real differentiating factor of these burgers is the green chile, you can just get some in a sealed jar, and ship it with some dry ice to keep it cold. Your friend can then make and cook his own cheese burgers and cover them with the green chile you sent him.

Otherwise have the restaurant package everything uncooked - frozen beef patties, buns, cheese, chile. Ship these in a container with dry ice so they stay cold. Then your friend can thaw and cook his own burger.
