Answers:
when banana get exposed to air, it get oxidized with O2 and becomes brown

The little brown spots mean that the natural sugar has come out and the banana will taste sweeter. If you are going to make a banana pie, etc this would be the best time to use them for that.

Beth is close - the brown spots on the out side,
freckles, are a signal that the starches inside the banana are sweet enough for eating. After bitten in to just oxidation.
