Hi: Sounds like Pani Puri. You can buy the little fried puffy balls at a local Indian food shop and make the filling yourself or you can order online at ishopindian.com and input ''pani puri'' as a search and they sell a little kit that gives you the fried balls, chutney and spices...all you need to add is potato or chickpeas and fresh cilantro if you like.

Me - these are great snacks!
