It's a disaster of such magnitude that the government (struggling before the earthquake to get on it's feet) was unable to handle without international help. It's been too little and too late to save lives of earthquake survivors: A serious public health problem now because of lack of adequate shelter, medical care, food and clean water and just poor conditions under which the displaced population have to live.
Remember Katrina, how our government was unable to meet the needs of citizens caught in the flood. Walmart with a fleet of trucks and water came in.
The problem is that the haitian government is nothing but Machiavellian dictators desiring to rape the country of what ever they can. One may have once had high hopes for Arsitide, but he was corrupted like all the others. Haiti has a government in name only, they really have never had anything but looting thugs running things.

It's too expensive. In some areas, a whole plumbing system would have to be set up. Modern toilets aren't exactly vital to survival..
