Opinion - - I would pass civil laws to ban the use of any chili peppers and radishes that can cause pain in humans unless a neutralizer is marketed as freely as salt

Yes, both local and non local grocers will sometimes sell naga peppers. I suspect a matter of supply and demand would determine this.
