If I sell sweets on a market stall do I need a food handling certificate?!

Question: If I sell sweets on a market stall do I need a food handling certificate?
I want to buy sweets in bulk and make them into smaller packages, wrapped in cellophane. Does each sweet have to be pre-wrapped before I prepare them into little packages?

That would depend on the laws of the country you are living in.

they need to come pre wrapped, in order for you to re package and not need any certificates
however you do need public libility insurance if you do
should a member of the public choke, fall ill through allergies etc you are the direct port of call with H&S

you also need to have each bag fully labelled with all the ingredients, and source

its a hassle unless you you are going into this is a BIG way

You are actually handling the food if you are repackaging. If you are reselling prepackaged items, you shouldn't need to get a license.
Check with the regulations in your city or state. We could tell you all we want, but they have the last word.
