There's a large Indian population centered on Venice Blvd between Fairfax & Centenella, not far from SaMo. Look for signs that say 'Indian Sweets & Spices' - mom & pop stores that are sure to have it!

You can make your own Chaat Masala at home using standard spices available at most of the stores in United States.
Notes: Key to Chaat Masala are three ingredients: Ajwaiin (Carom seeds) which can be substituted with Oregano. The next ingredient is Amchoor (Dried sour mango powder). You can replace it with citric acid available in canning supplies. Chaat Masala also has black pepper. I find lemon pepper as acceptable substitute for Amchoor and Black pepper. The third ingredient is Kala Namak (Black Rock Salt). It is hard to find a good substitute for Kala Namak, but you could try Sea-salt, it gives acceptable results

Ingredients
1. Coriander Powder: ? Tablespoon
2. Cumin Powder: 1 Tablespoon, Dry roasted on hot griddle
3. Anise Seeds: 1 teaspoon
4. Oregano leaves: 1 teaspoon
5. Ginger powder: 1 teaspoon
6. Cayenne powder: 1 Tablespoon
7. Sea salt: 1 Tablespoons
8. Lemon Pepper: 1? Tablespoon

Method:
Combine first six ingredient (Coriander, Cumin Powder, Anise Seeds, Oregano leaves, Ginger powder, and Cayenne powder). Microwave at high for 2 minutes. Remove from microwave and let it cool for 5 minutes. Combine with sea-salt and lemon-pepper

I don't know anywhere near Santa Monica, but I live near L.A and go to Artesia or Pioneer to go get my spices. Total indian place, its a little india with tons of indian shops. Go to cashncarry, they have zillions of spices and indian foods =)
