You may be able to find a chocolate biscuit (cookie) that will be very similar. Will tend to be an English brand.

They are serioulsy available at target, but they are usually kept in the back so you have to ask the workers and explain what coookies exactly you want

These folks also make the Girl Scout Cookies. They have a standard product though that is the chocolate wafer they sell to folks who make Ice Cream Sandwiches. They probably have a thousand clients.
Years ago, I almost started a business to make ice cream sandwiches. One of the oddest parts of it, was that at that time, if I would guarantee some number (it was like 50,000 ice cream sandwiches a month) they'd GIVE me the machinery to make 'em with. Apparently there is enough profit in the wafers to pay the machine off! (It was about 1990, when that deal was offered.)
Anyway, they sell "just the cookie." (I fear you may have to order a truckload of the cookies though!)
idk, but if I wanted to eat just the cookie part, I would not hesitate to buy the whole thing and just throw the ice cream part away.
