Why do most middle European draft beer have a sweetness to the taste?

It's not the hops (they are for bittering/flavor) it's the malt.
Most Czech and German Pilsners have a residual sweet taste because of the malt that's used and a bottom fermenting yeast that's used to make the beer converts
the starches in the malt at a slower rate than top fermenting
ale yeasts.

Because they got good beer. I drank Heffa wiessens and at first I didnt notice the sweetness till after about of them, and I noticed almost a fruity aftertaste
Actual fresh hops and probably a lack of pasteurization.
