Though I like both, and if both were offered to me, I go for the burger.
With a burger you can pile most anything to make it to your liking. A hot dog is good too, but the choices to top it off are not as numerous as a burger.
Depending on the mood, a hot dog is good for when you want something really, really nice and simple...

I love hot dogs because they have sort of a more 'tangy' taste than burgers. Burgers seem heavy to me.
