the danger zone for meat is below 40 degrees or above 145 degrees if it is in the danger zone after 4 hours it will go bad.
so the best way to thaw out meat is to put it in the fridge a day or two before hand

Depends on the age of the meat, how long it was refrigerated before being frozen, what room temperature is, and if it was contaminated in packaging, none of which you can know. I'd not leave it out more than an hour or two. Don't eat it if it smells wrong, and cook it thoroughly regardless of how long it sits out.

not long, only 1-2 hours, you shouldnt thaw meat on the counter, from now on, thaw it in the frige, or in the microwave on low. its really dangerous to thaw meat at room temp
