Cured, or "corned" beef, probably originated simultaneously in many different regions of the world. It is know in Asia as well. Among the Jewish community in Europe, it developed parallel to the development of cured pork or ham among the non-Jewish Europeans, as way to preserve valuable meat from the annual slaughter. Since religious Jews are not allowed to eat pork, cured beef was a mainstay of the diet. Similarly in the British Isles, raising cattle for meat was quite popular, so cured beef became popular there. It wasn't quite so popular in Continental Europe, because almost all cattle were raised for dairy, and beef consumption was a bit more limited.
