I'n generally in a hurry and looking for quick meals at home.

You are still using the same ingredients, just less. So keep in mind, if we are talking about pasta, if it cooks in 12 minutes, 1/2 as much will still take 12 minutes. For quicker prep, think smaller cuts rather than smaller amounts, like for boiled potatoes, the smaller the dice the quicker it will cook. Consider precut frozen vegetables, which will cook quicker than their fresh versions.

Well cooking times are going to be about the same, but your prep time will be less, so maybe 22min.

that is the silliest question yet... how did you figure that one? best drive thru somewhere, you might not be safe in the kitchen if these are the type of deductions you make.

I think what most people are trying to tell you is that the 30 minutes doesn't necessarily mean "everything" will equal 30 minutes,(prep time, cook time). What you want to look for is a recipe book that will tell you prep time+cook time, and how long THAT takes......In this manner, you can find the shortest amount of time you are looking for...
