we have a lot of fun when we have a uniform themed party - come dressed in a uniform - and the last 21st i went to this was the theme and we had everything from arobics instructors (shudder) in tights to police officers and zoo keepers.
its easy and can be fun
I think a frat theme certainly suits 21...Beer bongs, kegs, shern and some music(anything goes, ur drunk right?)

If a person is turning 21, then perhaps they're old enough to celebrate their birthday without having a theme, renting a pony, and hiring a clown. Perhaps just have a low key adult get together with a handful of close friends and relatives.
