Answers:
It most likely wouldnt be allowed by your local health department. A commercial kitchen with NSF (national sanitation foundation) equipment is required in most areas to sell cooked goods, and requires regular inspections. You might check with a small local restaurant to see if you could rent their kitchen after hours to bake your cakes, or rent a commercial space with a properly equipped kitchen. I used to own a restaurant and know how picky the health department is-where I live, you cant even sell cooked foods at a flea market booth or bake sale unless they came from a commercial kitchen. Good luck!

Get some butter, flour eggs. oh and don't for get to pre heat oven to gas mark 3 - 180c

At first get friend clients and sell or give them cakes (which you should already be doing, some friend you are :P) and this will build the bases of your reputation, if you keep it to something like a personal thing, and a "hobby" rather than a business it isn't as serious and you wont need to get into Taxes and whatnot's. So from your home, keeping it fairly small, you have to build a social network of friends with families, close ones at best. Marketing from word of mouth. This will eventually get you in with some good people and with kids your sure to stay somewhat busy if you really push it.
Another idea is finding a smaller scale event place or event planners and offering cheaper than bakery services.
Just do some more extensive research based on the type of cakes you prefer to decorate. Sometimes weddings may be a tad much and stressful.

Post an add at the local grocerie stores.
or an add in the local paper.
Be sure to mention HOME MADE.
You might inform the local food bank the meals on wheels and home delivery srevices. bulliten boards at schools PO- - -

contact your health department about kitchen requirements for your heath license. It's likely you can't operate out of your family's kitchen. But you should definitely look into renting or borrowing an approved kitchen. Places to look are restaurants, churches, community centers and those places that have multiple cooking stations for people to pay and make meals to freeze or take home...a place that serves only lunch or only dinner would be good because their kitchen would be idle certain times of day and they wouldn't mind you working in it.

Then just print up some business cards and make a picture portfolio of some of your cakes to show potential customers. You might want to visit a wedding expo and set up a booth with cards and pictures too.

Good luck!

Very Simple- Use heavily Local low Cost Advertisement, Built a WEBSITE for full local information, Be sure you will produce the best products you can do..because in the near future you will depend heavily in repeat business, Do not expect profits in the beginning..every business takes time to be established..Statistical the 2 first years you will loose money, and then if your advertising effort & product will hold possible will break even and after that if you still in busness ...your effort will show profit. Remember your kind of business..depends in local consumption, mouth to mouth references...and repeat bussness... So try...and do not invest on your effort more than you can affort...and if you fail do not worry and get discouraged...try something else...education is not cheap...and remember the all saying...every failure is the begining of a new future sucess.

It's not allowed, actually.
