Many Mexican restaurants have this, like Chevy's. And I've also seen it at some Asian fusion restaurants as well.

There are 2 main types:

1: Take a slightly softened ball of ice cream and roll it round in a mixture of sugar, cinnamon and roasted coconut. Put back into the freezer until hard and ready to serve. (this is the Chevy's recipe)

2: Take a very frozen ball of ice cream, quickly dunk into a tempura batter and fry until the batter is golden brown and delicious. Serve immediately. (this is the Asian fusion recipe)

To serve, put 1 or 2 balls of ice cream on a plate and drizzle the whole thing with chocolate and/or caramel sauce. Chevy's also includes some fried flour tortilla that's been sprinkled with the cinnamon/sugar mixture, cut into wedges and used as a garnish.
