its a liquid because solids stay the same shape and liquid take the shape of their container-like mustard.

solid and liquid

Mustard (& there are many varieties) is a suspension.
That is, it's ground up seeds in a mixture of oil & vinegar.
So technically solid & liquid combined.

Mustard gas is called that because it burns the skin.

I would have to say liquid because it changes form.
